President's Message

Greetings to all on this beautiful day!  It was certainly a privilege to spend time with those of you who were able to attend the May meeting in Bloomington.  I would like to thank Andrea Bolstad for being such a gracious host and for sharing some interesting trivia about the MAC.  I think everyone really enjoyed getting an inside peak. 

We received very positive feedback on the entertaining and informational presentation given by Bill Davison.  He has a vast knowledge of Contract Administration and always delivers the information with a bit of levity! 

For those of you that had not heard, Susan Kahle has stepped down from the MN NIGP Board, as she has retired from State service.  We wish her the very best in the next chapter of her life.  Neil Normandin has agreed to step up to fill the vacancy.  The Board voted unanimously in favor, therefore Neil will be sworn in at the July Chapter meeting.  Thank you Neil!

As always, please feel free to reach out to me or any of the Board members at any time.  We welcome your questions, concerns and ideas.  We look forward to seeing you at the future Chapter meetings and later at the Fall Conference!

Governance

  • March 2017 was proclaimed Procurement Month in Minnesota by Governor Dayton.  Digital copies of the decree were provided via email by Neil Normandin.

Education

  • The chair informed the Chapter that National NIGP has made changes to the sponsorship and minimum attendance requirements of courses they promote.

-       Some courses are now co-sponsored with the instructor, resulting in the instructor owning the materials.

-       As a result, the minimum number of registered students in order for the course to be held can be set by the instructor.  Prior to this change, NIGP sponsored course required a minimum of 8 registrants to be held.  Instructors now have ability to increase the minimum number.

  • The chair provided an update on the April 25, 2017 Advancing Your Negotiation Skills NIGP co-sponsored course in Bloomington, MN.

-       The instructor set the minimum number of registered students to hold the course at 15 for this course. 

-       6 students are registered so far.  Today is the last day to register in order to meet the minimum number required to hold the course.

  • The chair is looking into added a few more single day courses.

  • The Chapter meeting speakers have been finalized.

-       The May 19 Chapter meeting hosted by the Metropolitan Airports Commission will feature Bill Davison presenting on Contract Administration.

-       The July 21 Chapter meeting hosted by the Minnesota Valley Transit Authority will feature Tami Sulistyo from Cheryl Alexander & Associates.  A survey will be circulated for members to vote on Tami’s presentation topic.

-       The November 17 Chapter meeting hosed by Dakota County Purchasing will feature Jack Mateffy.

  •          Income is result of new memberships being received.
  •          Expenses included $2,600 paid out for $300 rebates for Chapter members who attended the February Intro to Public Procurement course in Staples, MN from February 8-10.  Additionally, paid an $8 NIGP assessment fee for all Chapter members who are not national NIGP members.  Finally, payment was made for attendees to the 2017 National NIGP forum.

  •          The Chair intends to keep contacting agencies to promote the $30 membership discount for new members.
  •          The Board discussed ways to increase membership by reaching out to more cities and counties.  Ideas included attending the League of Minnesota Cities conference and additional vendor fairs.
  •          ACTION ITEM – Develop a one page flyer with general information about NIGP and the MN Chapter.
  •          The Board discussed telepresence options for attending Chapter meetings remotely, whether live or on-demand.  Other states, including Alabama and Hawaii allow for web-based phone calls.
  •          ACTION ITEM – Set up phone call with a state chapter to discuss alternative ways to attend chapter meetings.

  •          The Advancing Your Negotiation Skills course intended to be held on April 25 and 26 was cancelled due to failure to meet the minimum number of registrations required.
  •          The Chair informed the Board of information she recently learned from the National NIGP in regard to course accreditation.  Not all courses promoted by National NIGP are accredited.  Whether a course is accredited or not is important for members who are attempting to re-certify their CPPB and CPPO credentials.  Re-certification requires 45 hours from two of three categories: (1) Continuing Education from NIGP accredited courses; (2) Continuing Education from Non-accredited courses; and (3) Professional Development.  More information can be found at http://www.uppcc.org/Current-Certifications/Recertification.
  •          The Chair intends to get more courses on the 2017 calendar including accredited courses.
